Reporting to the Investigations Manager, the Manager - Investigations Operations performs as a specialist in all aspects of aircraft operations, and/or engineering, and/or air traffic control, maintenance, cabin safety and safety management systems, exercising a high degree of independent judgement, and making critical contribution to the AIC’s leadership and management, and the development of safety investigation policies, procedures, and guidance.

Qualifications, Experience, Knowledge and Skills

1. Hold or have held a minimum of any of the following qualifications:

- Commercial (Aeroplane or Helicopter) Pilot License, with command instrument rating on multi-engine aircraft, desirably with 5 years operational experience, or

- Aircraft maintenance engineering license with minimum of 5 years’ experience, or

- Air traffic control license or ICAO equivalent, with procedural ratings, and desirably a radar rating, had extensive air traffic control experience in procedural, and desirably radar control; or

- A minimum Bachelor degree, desirably in aeronautical engineering, safety management, or other aviation related fields instrumentation field experience experience in aircraft. Have extensive cabin safety experience. Desirable experience is 5 years operational; or

- Or working knowledge of Human Factors and extensive safety management systems experience. Desirable to hold a graduate degree, in a field relevant to the study of human factors issues in transport safety and have experience applying human factors knowledge and principles to the evaluation of work tasks and management systems.

2. Significant operational experience within an accident investigation authority, aviation service providers and/or aviation regulatory authorities.

3. Significant aircraft accident and serious incident investigation experience as an investigator-in-charge with demonstrated ability to manage teams on complex and high-profile investigations.

4.  Demonstrated knowledge of, and experience working to the ICAO Standards and Recommended Practices of Annex 13, ICAO USOAP-CMA and use of the ECCAIRS system.

5. A broad knowledge of the PNG aviation framework and a detailed understanding of the Convention on International Civil Aviation, Annex 13 and Guidance Documents and Circulars.

6. Demonstrated experience using MS Office Applications (Word/ Excel/ PPT etc.) and Adobe Acrobat.

7. Well-developed oral and written communication skills and command of the English language with a demonstrated ability to compile, review and improve concise, logical, considered and technically correct investigation reports and safety recommendations meeting the ICAO reporting requirements and standards, as well as other technical documents.

8. Proven ability and experience liaising with aviation industry stakeholders including operators, maintainers, manufacturers, and Government agencies.

9. Proven high level of integrity and dependability, demonstrated application of strong ethical values, and drug free and sober habits are essential.

Reporting to the Manager Investigation Operations or the Manager Engineering Investigation, Investigator performs as a specialist in all aspects of aircraft flight operations, including assisting in the areas of airports, weather, air traffic services. As an individual, a member of a team, or as a leader of a project, undertake timely investigations, research and analysis into major and complex aviation accidents and incidents, and draft reports and safety recommendations in accordance with the Civil Aviation Act 2000 (as amended), ICAO Annex 13, and the AIC Investigation Policy and Procedures Manual.

Qualifications, Experience, Knowledge and Skills

1. Hold or have held a minimum of any of the following qualifications:

2. Ability to work as an individual or as a member of a multi-disciplinary team.

3. Proven high integrity, and demonstrated application of strong ethical values, and sober habits.

4. Ability to compile concise, logical, considered and technically correct reports.

5. Experience using Microsoft applications such as Word, PowerPoint, Outlook, and Excel or similar.

6. Knowledge of ICAO Standards and Recommended Practices is desirable.

7. Proven high integrity, and demonstrated application of strong ethical values, and sober habits.

Reporting to the Corporate Services Manager – the Finance & Budget Officer is a senior role and will be responsible for performing proper financial reconciliation, coordination, recording, budget formulation and reporting of all financial activities of the AIC.

Qualifications, Experience, Knowledge and Skills

1. Degree in Accounting or Business Management majoring in Accounting as may be acceptable to AIC. Must hold CPA status or working toward achieving it.

2. Minimum experience of five (5) years’ work experience in similar or allied accounting work.

3. Adequate knowledge of the entire accounting systems [Accounts Payable, Expenditure, Receipts, Payroll, Budgets, Trial Balance, Account reconciliations, etc.], procedures, regulations and financial legislation.

4. Adequate knowledge of the Public Service General Orders provision and the Public Finance Management Act.

5. Possess Accounting, Communication and Computer skills.

Reporting to the ICT & Digital Transformation Officer – the ICT Support Officer is a dynamic position that bridges the gap between technical support and application development. Qualifications, Experience, Knowledge and Skills

1. Must hold a diploma certificate in Executive Secretarial course and must have computer literacy in word processing, Microsoft outlook, emails, excel, and word publishing.

2. Three (3) to five (5) years work experience in similar or allied work in a government organization. 

3. Adequate knowledge of government information and technology systems, procedures, regulations and legislation, as consistent to the above required qualifications.

4. Adequate knowledge of the Public Service General Order provision, Public Service Management Act, Civil Aviation Act, and the Public Finance Management Act.

5. Computer literacy, email and internet, skills, etc.

6. Advance secretarial skills such as short-hand dictation and report writing.
